Context
MdM strategy in Palestine focuses on 2 pillars: Emergency Preparedness and Response (EPREP) including the reinforcement and provision of comprehensive primary health care and medical emergency response with a focus on sexual & reproductive health and rights (SRHR). Besides, MdM strategy includes mental health & psychosocial support (MHPSS) and emergency response activities following critical incidents related to occupation, local partners capacity building and MHPSS integration at Ministry of Health (MOH) Primary Health Care Centres level (PHCCs).
Job description
Under the supervision of the general coordinator, you are responsible for the overall management of the logistics, human resources (HR) and finance departments of the MdM Palestine mission. Your main role is to ensure the deployment of MdM frameworks, policies and procedures.
More precisely, your responsibilities are the following:
- Coordination of support functions with programs
Ensure effective collaboration between support teams, program teams, and external partners
Manage resources to align with program needs and timelines
Set up coordination mechanisms (e.g. meetings, shared tools)
Represent support functions in national and consortium-level partnerships
Ensure compliance with MdM procedures and standards
Advise on issue resolution and operational risks - HR support
Ensure HR structure aligns with operational needs and legal requirements
Oversee HR compliance, procedures and disciplinary actions
Support staff onboarding, ethics compliance, and team cohesion - Finance support
Assist in budget development and financial planning
Monitor budget execution and financial reporting
Ensure transparency, compliance and resource optimization - Logistics support
Ensure logistics procedures meet MdM and donor standards
Oversee supply chain, procurement and resource availability
Support security logistics for teams and assets - Risk management & compliance
Implement anti-fraud, corruption and abuse reporting mechanisms
Ensure internal controls and segregation of duties
Identify and mitigate financial and operational risks
Lead or support audit preparation and response - Strategic contribution
Contribute to the country strategy and action planning
Align support strategies with mission objectives and resources
Facilitate coordination in project design, implementation and reporting
Ensure support teams understand and address programmatic challenges - Team management
Recruit, train and evaluate support team staff
Foster a positive, efficient team environment
Manage workloads, schedules and performance reviews
Requirements
- Higher degree in one of the related fields or project management
- Previous experience in a similar position or as HQ advisor in at least one of the areas of expertise, or as field coordinator for several years in emergency contexts and with a strong interest in support services
- Strong experience in team management in a humanitarian organization
- Previous working experience in the Middle East is an asset
- Adapt schedules according to priorities and unforeseen events
- Understand and identify institutional donors’ cycles and procedures
- Read, develop and analyse a budget and carry out budget monitoring
- Negotiation and networking skills
- Ability to work under a minimum of supervision
- Excellent Microsoft Office skills (especially Excel)
- Knowledge of accountancy software
- Languages: fluency in English (both spoken and written), knowledge of Arabic is an asset

- 6-month contract
- Gross monthly salary: €3,627
- Position based in Amman, Jordan
- Premium equal to one month salary paid in two instalments - minimum of 6 months seniority required
