JOB DESCRIPTION / ROLE
Our Leading Architectural Design Consultancy client has a new requirement for a well experienced consultant QHSE Engineer to join their team in Dubai to work on a new mid-rise project. Successful candidates will have a proven background as a consultant QHSE Engineer on mid or high rise construction and fit out projects in the UAE or the wider GCC region and will have worked for a recognised design or engineering consultancy or PMC company previously.
This role is available for immediate joining and is an initial 24 month contract position employed as outsourced staff through J10 Consulting.
Key Responsibilities:
The HSE Engineer is responsible for monitoring and ensuring compliance with health, safety, and environmental regulations and project-specific safety requirements on a residential building project. The role involves continuous supervision of the site’s safety practices, verifying the contractor’s adherence to approved HSE plans, and promoting a culture of safety across all trades and activities. The HSE Engineer acts as the consultant’s representative in all matters concerning safety, reporting hazards, accidents, and violations to management and ensuring corrective and preventive actions are implemented promptly.
Safety Supervision & Monitoring
• Conduct regular site inspections to ensure compliance with approved HSE plans and UAE labor laws.
• Monitor daily construction activities to identify unsafe acts and conditions, ensuring immediate rectification.
• Verify that personal protective equipment (PPE) is available and properly used by all site personnel.
• Ensure that safety signage, barricades, and emergency exits are properly installed and maintained.
Review & Approval of Contractor HSE Documents
• Review and approve the contractor’s Project-Specific HSE Plan, Risk Assessments, and Method Statements.
• Ensure the contractor’s emergency response plans, fire prevention plans, and evacuation procedures are in place.
• Verify that all HSE documentation complies with client and statutory requirements (DDA, Dubai Municipality, etc.).
• Review toolbox talks, induction materials, and safety training content for adequacy and accuracy.
Incident Reporting & Investigation
• Investigate and report all accidents, incidents, and near misses in coordination with the contractor’s HSE team.
• Prepare detailed incident investigation reports and recommend corrective actions.
• Follow up on implementation of preventive measures and ensure lessons learned are shared with project teams.
• Maintain accurate records of all incidents, inspections, and safety observations.
Coordination & Communication
• Coordinate with the contractor’s HSE manager to monitor compliance and resolve safety-related issues.
• Participate in weekly safety meetings and contribute to project coordination meetings.
• Liaise with the Project Manager and Resident Engineer to report violations and propose corrective actions.
• Engage with client representatives and local authorities during HSE audits and inspections.
Audits, Inspections & Compliance
• Carry out regular HSE audits and issue non-conformance reports where applicable.
• Verify that statutory inspections for lifting equipment, scaffolding, and machinery are conducted and documented.
• Monitor waste management, environmental control measures, and housekeeping on site.
• Ensure compliance with ISO 45001 and ISO 14001 standards where applicable.
Training & Awareness
• Promote a positive safety culture through regular awareness campaigns and safety workshops.
• Verify that all workers and visitors receive proper HSE induction before entering the site.
• Support the contractor in organizing toolbox talks and record attendance and topics discussed.
• Encourage reporting of near misses and positive safety observations.
Requirements:
Consultant QHSE Engineer Experience:• Bachelor’s Degree in Engineering, Environmental Science, or Occupational Safety, with NEBOSH/IOSH certification.
• Minimum 6–10 years of experience in the UAE.
• Thorough knowledge of UAE labor laws, HSE regulations, and authority requirements (DDA, DM, etc.).
• Strong understanding of construction safety procedures, risk management, and emergency response planning.
• Proficiency in report writing, documentation, and use of HSE inspection tools and software.
• Excellent communication skills in English
