URGENT Requirement:
To undertake measurement and prepare Valuations with a view to maximising returns under the provisions of the Contract Conditions and Company procedures.
To monitor, review and report the cost and P&L of Projects with a view to operational budget.
To record, monitor and review the financial performance of Project.
To secure payments from customers within the specified contract terms and manage payment of sub-contractors

Key Dimensions (size, budgets, etc.)
Communicate with team to ensure business unit budget is cascaded using relevant tools, e.g.: monthly updates and regular meetings. Support Business Unit Manager in delivery of the business unit budget. Ensure timely submission and negotiation of final accounts to clients, main contractors and subcontractors. Working to deadlines

Key Interfaces and Relationships
Country Manager, General Manager, Contract Managers, Project Manager, Sr. QS, Assistant QS, Surveyors, Supervisors and Foremen.
Municipality and related Government Departments, Clients, Consultants, Subcontractors, Suppliers and Main Contractors.

Decision Making Responsibilities
• Communicate with team to ensure business unit budget is cascaded using relevant tools, e.g.: monthly updates and regular meetings. Support Business Unit Manager in delivery of the business unit budget. Ensure timely submission and negotiation of final accounts to clients, main contractors and subcontractors.
• Provide QS support to maximise returns and seek to identify future opportunities. Monitor and action efficient and timely cash collection. Deliver systems and processes to deliver targets within area of responsibility. Understand and develop department plan where applicable and seek to implement the agreed commercial strategy.
• Operate entirely within the requirements of the Company’s, Policy and Procedures.
• Ability to work as part of a team and to work across teams, providing support and guidance where required.
• The role with involve a level of decision making authority in line with company policy. The QS will be expected to give daily updates of progress and Commercial Issues to the Contracts Manager.

Operational Responsibilities
• Measurement and monthly valuation of the works undertaken, ensuring that invoices are submitted by month end
• Agree valuations with the client and ensure that the Company receives prompt payment certifications and payments.
• Notify, prepare and agree with the Client variations, additional works and claims
• Monitor the cost of projects and compare with budget.
• In cases where a contract result is significantly different to tender expectation, produce a report detailing the reasons
• Operate entirely with the requirements of the company policy to ensure personal compliance with internal review parameters
• Involve, coach, manage and develop direct reports to enable them to identify and resolve issues

Commercial Responsibilities
• Follow-up on Valuations with Customers for prompt certifications
• Manage time to ensure that customer requirements are met.
• Cost control & Cost Management.
• Liaison with Sub-Contractors to ensure we receive best support possible and develop relationships

Requirements:
- ROADS, INFRASTRUCTURE & UTILITIES EXPERIENCE is a MUST
Essential Qualifications
• Professional qualification in Quantity Surveying or Civil Engineering
• Sufficient knowledge of the Quantity Take off and Invoicing to ensure contract compliance and values maximised
• Sufficient knowledge of Cost Control & Cost Management

Experience/Achievements
• 7 years of Quantity Surveyor experience
• Road Contracting background
• Dubai experience is a MUST

Know-How
• Knowledge of FIDC Red Book
• Good Communication Skills Written & Verbal
• MS Office, Projects, AutoCAD, Primavera
• Commercial & Market Awareness

Desirable
• Experience in Road/Infrastructure projects
• Higher qualification in Estimating/QS
• Knowledge of FIDC Red Book

Training Requirements
• Environmental awareness training
• Sound knowledge of company generic risk assessment, safe system of work & effective usage of PPE
• Holder of valid Driving License
