Job description

WSP Middle East is seeking a dynamic resident engineer with expertise in electrical, telecom, and SCADA systems, particularly within the context of substations. The ideal candidate will assist the resident engineer in overseeing the planning, design, installation, testing, and commissioning of electrical, telecom, and SCADA systems for substation projects. The role requires a strong technical background, excellent communication skills, and the ability to work collaboratively with cross-functional teams.

Responsibilities

  • Managing all aspects of electrical, telecom, and SCADA systems and cybersecurity for substation projects.
  • Participate in project planning, including scope definition, budget estimation, and schedule development ensuring that milestones are met on time and within budget.
  • Review site-related documentation such as method statements, installation drawings, site testing procedures, etc.
  • Be well versed with the applicable codes, local regulations, and industry standards to discharge duties as resident engineer.
  • Collaborate with design teams to review engineering drawings, specifications, and technical documents.
  • Provide valuable input into the design phase to optimize systems.
  • Coordinate with vendors and suppliers to procure equipment and materials required for substation projects.
  • Oversee the installation, testing, and commissioning of electrical, telecom, and SCADA systems in compliance with project requirements, applicable codes, and industry standards.
  • Raise the NCR (Non-Compliance Report) as and when any non-compliance is found by EPC/contractors. Also, guide the EPC/contractors to resolve the issues to meet the project requirements, codes, and standards.
  • Oversee preventive and corrective maintenance activities.
  • Conduct site inspections and quality control checks to ensure adherence to design specifications and safety regulations.
  • Provide technical support during construction activities and resolve any issues or discrepancies that may arise.
  • Prepare project progress reports, documentation, and as-built drawings for client review and approval.
  • Investigate and report any safety incidents or near misses.
  • Monitor and report project progress to senior management.
  • Cultivate a culture of safety and professionalism within the team.
  • Assist in training and mentoring junior engineering staff members as needed.
  • Stay updated on emerging technologies and industry trends related to electrical, telecom, and SCADA systems for substations.

Qualifications

  • Proficiency in SCADA systems (e.g., Siemens, GE, Schneider, Hitachi).
  • Hands-on experience with PLC/RTU programming and protocols (DNP3, Modbus, IEC 60870-5-104, IEC 61850).
  • Knowledge of cybersecurity practices for ICS/SCADA networks.
  • Familiarity with network diagnostic tools (Wireshark, NMS, SNMP).
  • Excellent troubleshooting and analytical skills.
  • Bachelor's degree in Electrical Engineering, Telecommunications Engineering, or related field.
  • Minimum of 10 years of experience in electrical, telecom, or SCADA engineering, with a focus on substations.
  • Experience with substation automation, control systems, and protection schemes.
  • Excellent problem-solving skills and attention to detail.
  • Effective communication and interpersonal abilities.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Willingness to travel to project sites and client meetings as required.
